The project is reported to State Council’s approval by the National Development and Reform Commission, and it is an international advanced level of large iron and steel construction projects. The construction of the project played an important role in the promotion of the technology of the iron and steel industry, the promotion of the structural adjustment, the improvement of the industrial distribution, and the promotion of the economic and environmental construction of the capital, the development of China's Bohai Sea region. The scale of the production is so large, the region was on the brink of the sea, and the project include the filling sea, ports, dock and captive power plant constructions. In addition, it also include the impact of regional ecological, beach culture and salt field. This is quite a wide range of environmental assessment. So the environmental impacts which might be caused by all the possible elements is very complicated. With the challenges and difficulties, CERIECO provide a scientific basis for management and decision-making for construction projects and environmental protection through high-quality high-level environmental impact assessment.
The staffs of CERIECO made well-planned scheme, carried out extensive on-site inspection and in-depth study with the relevant departments. Depend on the experience on large-scale iron and steel project EIA, we carefully made analysis of the environmental assessment work, prepared the project's environmental assessment framework. And then we organized five professional expertise environmental assessment company to participate in our work. As the clear division of work, the well prepared files, perfect management, and the corporation of all members, we completed the environmental assessment work in a few months with integrity special and innovational environmental impact assessment. The report passed the State Environmental Protection Administration’s assessment. The 640,000 character report not only including all the analysis on important elements such as gas, waster, noise, solid waste, but also including analysis on regional ecological, beach culture and salt field, and the impact on Beijing.
In this project, CERIECO strictly complied with the iron and steel industry policy and environmental protection laws and regulations. The environmental impact assessment report highlighted the sustainable development and circular economy philosophy. The report carried out an in-depth analysis on the implementation of cleaner production, promoted the level of environmental protection and comprehensive utilization of resources, energy saving and expansion the function of the iron and steel company. The report also made suggestions such as to maximize the utilization level of waste gas, waste water and solid waste, strive to achieve "zero emissions", and the establishment of the cycle-based steel plant. The suggestions were significant to the environmental protection, resource saving, reducing the ecological damage and pollution.
